How to rotate PDF pages and save the rotation

Short answer
To rotate PDF pages permanently, use a tool that saves the rotation into the file, select the sideways or upside-down pages, turn them 90° or 180°, and save or download the new PDF. Rotating in many PDF viewers only changes your view and is lost when you close the file. Reopen the saved file to confirm the pages stay upright.

Why rotation sometimes doesn't stick
Most PDF viewers have a rotate-view button. It turns the page on your screen only; the file itself is unchanged, so the next person, the printer or an upload portal still sees it sideways. Permanent rotation sets each page's rotation value inside the PDF, which every viewer respects.

Rotate only the pages that need it
A report with one landscape table, or a scan where every other page fed in upside down, doesn't need the whole document rotated. Selecting by orientation (only landscape pages) or by odd and even pages handles these cases in one step.
What rotation doesn't fix
Rotation works in 90° steps. A scan that is a few degrees crooked needs deskewing instead, which straightens the image. And if text was drawn sideways inside an upright page, rotating turns the whole page, not just that text.
Rotating doesn't change image quality or text: pages stay searchable and selectable, and annotations and form fields turn with their page.
Rotate before you sign
Rotating a digitally signed PDF changes the file and invalidates the signature. Fix page orientation first, then sign or send for signature.
