Our verdict

PandaDoc is a sales-document platform: proposals, quotes with pricing tables, a content library, approvals, CPQ and payment collection, with e-signature as part of that workflow. PDFBetter is a PDF tool: it edits the PDFs you already have, turns them into forms and sends them for signature. Sales teams producing proposals should look at PandaDoc; anyone whose documents arrive as PDFs will get more from PDFBetter.

Pricing and free plans

PandaDoc's Free eSign plan includes 5 sends a month with up to 2 recipients and up to 5 templates. Starter is $35 per user a month, or $19 billed annually, with unlimited sends; Business is $65, or $49 billed annually, and adds approvals, the content library, quote builder and pricing tables. Enterprise is quoted. The 14-day trial starts on Business without a card, but adding one to switch plans leads to automatic charges unless you remove it.

PDFBetter's browser tools (merge, split, rotate, images to PDF and similar) run on your device and download free without an account. Downloading a document you edited in the editor needs a free account; the Free plan includes 3 such downloads a month with no watermark, plus 3 signature requests, 1 live form with 50 responses, 20 OCR pages and 20 AI credits. Pro costs $15 a month, or $10 a month billed yearly, and a $6 Day Pass gives 24 hours of Pro without a subscription.

Documents built for sales versus documents you receive

PandaDoc is strongest when you create the document: proposals assembled from a content library, quotes with pricing tables and a product catalog, approvals before sending, and payment collection inside the signed document. Its support center says uploaded PDFs can have text and fields added on top but cannot be edited directly.

PDFBetter is strongest when the document already exists as a PDF — a lease, a vendor form, a scanned contract. You can change its text, redact, run OCR, merge pages and then send it for signature or publish it as a fillable form.

Signing, add-ons and AI

PandaDoc includes signing order on every plan and an audit trail from Starter. Bulk send, recipient identity verification and forms are paid add-ons, and CPQ is an Enterprise add-on. Its AI editing assistant is in limited beta.

PDFBetter includes the audit certificate, reminders, templates and emailed one-time codes for signers on every plan, signer access codes on Pro and bulk send on Business. Every signer signs with their own cryptographic key. Every completed PDF is digitally sealed and independently time-stamped, with the evidence built into the file. Signers are identified by email (and an optional emailed code); PDFBetter does not verify ID documents.

PDFBetter's AI summarizes, translates and answers questions about a PDF with page citations; Pro includes 500 AI credits a month.
