Jotform's Starter plan is free with no time limit: 5 active forms, 100 submissions, 10 signed documents and 100 MB of upload storage a month, with Jotform branding. Bronze is $39 a month, or $34 billed annually, for 25 forms and 1,000 submissions; Silver is $49 or $39; Gold is $129 or $99 and adds HIPAA features. Jotform lists discounts for education and nonprofits.

PDFBetter's browser tools (merge, split, rotate, images to PDF and similar) run on your device and download free without an account. Downloading a document you edited in the editor needs a free account; the Free plan includes 3 such downloads a month with no watermark, plus 3 signature requests, 1 live form with 50 responses, 20 OCR pages and 20 AI credits. Pro costs $15 a month, or $10 a month billed yearly, and a $6 Day Pass gives 24 hours of Pro without a subscription.

The meters differ: Jotform counts forms, submissions and signed documents, while PDFBetter counts edited-document downloads, signature requests, form responses, conversions, OCR pages and AI credits. Compare against the jobs you actually do each month.

Web forms versus PDF forms

Jotform is built around online forms: fields you drag onto a web page, conditional logic, payments, approval flows and a large catalog of integrations. Its Smart PDF Forms feature converts an uploaded PDF into an online form that keeps the original layout, and its PDF Editor generates PDFs from submissions.

PDFBetter starts from the PDF. You add fields directly on the page — 23 types including formulas, currency, dropdowns and conditional show-or-hide rules — then fill it, send it for signature, or publish it as a link, QR code or embed that collects responses you can export to CSV or Excel. Free includes 1 live form with 50 responses a month; Pro includes 10 with 1,000. PDFBetter does not take payments.

Editing and PDF tools

Jotform's Smart PDF Forms page states that you cannot edit the text or images on the PDF. Its PDF tools page lists merge, split, compress, flatten, PowerPoint conversion and AI summary and chat. We did not find Word or Excel conversion, OCR or redaction on the pages we checked.

PDFBetter is a full PDF editor: replace existing text, add images and annotations, reorder and resize pages, convert to and from Word, Excel and PowerPoint, run OCR on scans, and redact so that the underlying text is removed rather than covered.

Signing and AI

Jotform Sign sends documents by email or link with reminders, approval flows, an audit trail and a large template gallery; signed documents per month are capped by plan, from 10 on Starter to 1,000 on Gold. Jotform also offers AI form generation and AI agents, with agent conversations metered per plan.

PDFBetter's signature requests include signing order, reminders, expiry and a certificate of completion. Every signer signs with their own cryptographic key. Every completed PDF is digitally sealed and independently time-stamped, with the evidence built into the file. Free includes 3 requests a month and Pro is unlimited. Its AI reads your PDF to summarize, translate and answer questions with page citations, and each action shows its credit cost.

Can Jotform edit the text in my PDF?

Jotform's Smart PDF Forms page says you cannot edit the text or images on the PDF; it turns the PDF into an online form instead. PDFBetter edits existing text directly.

Which is better for collecting payments?

Jotform. It connects to many payment gateways and caps payment submissions by plan. PDFBetter forms do not collect payments.
